Introducing PACT AI: Bringing Together Enterprises, Technical Experts & Civil Society to Scale Trust in the AI Economy

AI is increasingly integrated into every corner of our economy, making decisions that impact real businesses and real people. But as models advance and new capabilities emerge, the ability to verify that these systems work as designed has not kept pace.
The Partnership for Assurance, Credibility, and Trust on AI, or PACT AI, was created to close this gap so that trust in the AI economy scales alongside innovation.

No single stakeholder can build this system alone. It takes a whole-economy approach, which is why PACT AI brings together enterprises, technical experts, AI insurers, and civil society voices, to build the science and infrastructure that will help the companies deploying AI responsibly deliver on its potential.

PACT AI’s founding members represent a broad cross-section of the American economy, spanning retail, tech, health care, and beyond – with founding corporate members including Target and Mount Sinai Health System. These enterprises are on the front lines of bringing AI to consumers and are paving the way on verifying trustworthy model behavior in their respective products and services. These leaders recognize that by coming together, they can scale their impact and strengthen trust throughout the entire economy.

Leading AI assurance providers, including Humane Intelligence, Scale AI, Apollo Research, UL Solutions, BABL AI, and Lucid Computing, are also key members of the PACT AI coalition. These technical experts are advancing the science and tools necessary to measure model safety and behavior, and together they will build consensus around shared independent standards and methods that consumers and companies alike can trust.
PACT AI also includes AI insurers, such as Armilla, who are building new solutions to help protect the AI-powered economy and instill consumer confidence.
All three groups – AI deployers, assurance providers, and insurers – are vital to a flourishing AI assurance ecosystem, and by working together, PACT AI hopes to advance and advocate for common-sense solutions that help trust keep pace with innovation.

Founding members shaped PACT AI’s governance structure, core principles, and operational model through a 90-day collaborative process and established the coalition’s foundational commitments, including: independence and objectivity in assurance practices, accountability distributed appropriately across the AI value chain, and a race-to-the-top standard that will not be traded away for speed or market convenience.
Members will also have access to an advisory council featuring leading civil society experts from institutions including Stanford, Foundation for American Innovation (FAI), AVERI, and Center for Democracy & Technology who will help ensure PACT AI’s work is grounded in the latest research on artificial intelligence.
PACT AI’s initial work will focus on delivering value through three integrated pillars:
Policy Development & Advocacy: Creating a unified policy platform to represent the association in federal and state policy conversations.
Professionalizing the AI Assurance Sector: Establishing the foundations of a mature sector that enables AI assurance to scale while maintaining quality, rigor, independence, and accountability. Building consensus around shared independent standards to address key concerns like model safety, security, reliability, privacy, and more.
Growing the AI Assurance Market: Creating the market conditions for credible AI assurance to be recognized and rewarded, helping ensure deployed AI systems deliver intended outcomes.
